Filing a Citizen Police Complaint
To report misconduct by an Urbana Police Officer, you may file a Citizen Police Complaint with the Human Rights and Equity Officer
Follow these steps:
- Complete the fillable PDF form provided below, ensuring all necessary information is included.
- Attach the completed form to an email and send it to ohre [at] urbanaillinois.us. Be sure to include your telephone contact information for follow-up during regular business hours.
To schedule an appointment for filing your complaint, you can:
- Email the Office of Human Rights and Equity as noted above, or
- Call the office directly to arrange an appointment.
If you call after 5 p.m. or on weekends, you may leave a voicemail. A staff member will contact you on the next business day. Please include your contact details for reaching you during regular business hours.
Important Considerations for Police Complaints
Time Limits for Filing
Complaints must be filed within 45 working days of the incident that gave rise to the complaint. Individuals who are not physically able to file must file complaints within 15 days of the date that they become physically able.
Retaliation Prohibited
You cannot be harassed or retaliated against for filing a complaint or cooperating with a complaint investigation. Specifically, Chapter 19-28 of Urbana City Code states, “Harassment, retaliation, or retribution for filing a complaint or testifying on behalf of a complainant will not be tolerated. Such allegations shall be reported to the human relations officer for appropriate investigation and follow-up.”
Immigrant Status
The CPRB takes complaints regardless of a person’s immigration status and does not ask complainants or witnesses about their immigrant status.
Language Interpretation
The CPRB has translation services available in multiple languages for people with limited English proficiency.
