Instructions for Obtaining a License for a Non-Profit Organization Raffle
Eligibility
- The organization must be a non-profit organization that operates without profit to its members.
- The organization must have been in existence continuously for at least five (5) years before applying for the license.
- The organization must have actively pursued its objective throughout the entire five-year period.
- Alternatively, the organization can be a non-profit fundraising organization providing financial assistance to individuals or groups facing extreme financial hardship due to illness, disability, accident, or disaster.
Utilization of Proceeds
Ensure that the entire net proceeds generated from the raffle will be used exclusively for the lawful purpose of the organization.
Prize Limit
Ensure that the total retail value of all prizes or merchandise offered in a single raffle does not exceed $1,000,000.
Management and Participation
Only bona fide directors, officers, employees, or members of the sponsoring organization should manage or participate in the management or operation of the raffle. No individual should receive any remuneration or profit for managing or participating in the management or operation of the raffle.
Ticket Information
Ensure that all tickets or chances issued for the raffle contain the City of Urbana raffle license number.
Reporting Requirements
The organization must submit a written report to the Urbana City Clerk within 30 days of determining the winning chances. The report should include details of gross receipts, expenses, net proceeds, and the distribution of net proceeds from each raffle.
Record Preservation
Maintain records of gross receipts, expenses, net proceeds, and the distribution of net proceeds from the raffle for a period of three (3) years after each raffle. Make these records available for public inspection at reasonable times and places.
Raffle Fees
- $10 (Prizes or merchandise not exceeding $5,000)
- $26 (Prizes or merchandise valued at more than $5,000 but not exceeding $25,000)
- $156 (Prizes or merchandise exceeding $25,000)
