Subdivision and Land Development Applications

Provided below are brief descriptions and links for the applications that pertain to Subdivision and Land Development in the City of Urbana.

Certificate of Exemption

The Administrative Review Committee (ARC) may determine that the submission of a plat is not required for a minor lot line adjustment.  The ARC may issue a certificate of exemption in lieu of a plat provided the lot line adjustment meets the following requirements: (1) The lot line adjustment will not result in a change exceeding twenty-five (25) feet of any lot width; (2) The sum of the area(s) transferred from one (1) lot to another may not exceed ten thousand (10,000) square feet; and (3) The lot line adjustment may not change the total number of lots, nor create any nonconforming lots or structures according to the minimum standards of the Zoning Ordinance.  See Section 21-240. Major Development

A Major Development doesn't fall under the Minor Development category. It requires preliminary and/or final plats.  The Preliminary Plat provides a preliminary layout of the development and necessary public improvements, while the Final Plat is prepared for recording and must meet regulatory criteria.

Minor Development

A Minor Development involves subdividing a parcel of land into up to five buildable lots with all necessary improvements and services except for service connections and sidewalks.  To create a Minor Development, submit an Application for Minor Development and use the Subdivision Review Checklist for guidance.

Variance of Subdivision Regulations

A Developer can request a deviation from strict compliance with the Land Development Code, as appropriate, when unusual site-specific conditions exist.

APPLICATIONS

The Land Development Application is available on the CitizenServe portal, which is an online program that allows applicants to submit applications and pay application fees online.

A digital pdf of the Land Development application and each Checklist type is available below.  You can save to your computer and fill in the information requested. You can either submit the application (including the application fee) in person, mail it to our office (City of Urbana | Planning Division, 400 South Vine Street, Urbana, IL  61801), or email it to Planning [at] UrbanaIL.gov (Planning[at]UrbanaIL[dot]gov).

Note:  If additional space is needed, please provide answer(s) on separate sheet of paper.

FEES

Application

The application fee must accompany the application when submitted for processing.  For the current fee, please refer to the most recent version of the City’s Schedule of Fees - Excluding Liquor License Fees.

Recording

The Applicant is also responsible for paying the recording fee(s), if required.  After your application has been approved, staff will calculate the final recording fee and request a check from you made payable to the Champaign County Recorder prior to the document being recorded.


ASSISTANCE

It is strongly recommended and sometimes required to have a phone conversation or meeting with Planning staff (depending on the type of application) prior to an application being submitted.  This is an opportunity to find out what regulations and requirements are expected to be met and followed.  This includes what application(s) you will be required to apply and get approval for.  City staff will inform you what the process and time frame will be for getting application(s) for your intended plans reviewed and hopefully approved.
